E-Participation


To be part of the decision-making process, the Ministry provides the opportunity for all segments of society and all concerned stakeholders to participate in dialogue and interaction regarding decision-making and expressing opinions in developing policies, draft laws, and regulations, and improving government services through the Ministry’s digital channels. E-participation is an opportunity to express opinions and provide views to discuss topics that help in making decisions and drafting laws to contribute to digital transformation, enhance local content, increase the participation of establishments in economic development, and raise the level of transparency and efficiency of spending.


E-Participation Policy


The MHT developed the e-participation policy​ to set the necessary controls and rules to govern and regulate the process of using the e-participation tools and to clarify procedures and responsibilities during this process. Thus, forming a reference for the successful implementation of the e-participation practices to achieve the highest levels of transparency and improving dialogue between the two parties to reach the desired goals.

According to this policy, the Ministry, its employees, or its representatives do not bear any responsibility for the publication of comments or observations that violate the law or ethics through its electronic means of participation.​​


​E-Participation Guidelines and Rules​​


  • Compliance with applicable laws and regulations.
  • Present your contribution in clear language.
  • Present your participation seriously, objectively, and concisely.
  • Do not publish personal data such as names, contact information, addresses, and avoid marketing to any other party.
  • Absolutely Refrain from writing any offensive or obscene expressions or bearing offense to persons or entities.
  • The participation should not caused an infringement of legal rights or intellectual property.
  • Refrain from misusing the Ministry’s e-participation systems and channels in a way that negatively affects their performance, level of security, speed of response, or continuity.
  • Submit participation only once per user.

Stages of E-Partici​pation in Decision-Making ​


First stage, Publishing the subject:​

The Ministry publishes the topics to the target audience or to the public, and requests for e-participation via: MHT website, Ministry accounts on social media sites, or the media.


Second stage, participations collection:​

Paticipints can share their opinion in accordance with the rules and provisions mentioned earlier. MHT will not accept any participation after the end of the specified period of the participation.


Third stage, participations analysis:

Participations are analyzed, and appropriate ones are selectd and used in decision-making and policy formulation.

Fourth stage, the announcement and publication of the decision:​

At this stage, the action taken on the topic is announced and published on the website.
